Los Angeles is a magnet for investors from South Korea, Japan, Turkey, Mexico, the United Kingdom and dual nationals from the Iranian diaspora. The market is enormous and the consular posts serving these applicants, Seoul and Tokyo especially, are efficient. The difficulty is cost. A California LLC pays $70 to form and a minimum $800 franchise tax every year from the first year; state income tax reaches 13.3%; commercial rents in Koreatown, West LA, Torrance or Irvine are among the highest in the country; wages and workers’ compensation costs are high and California labor law is demanding.
None of that stops approvals, but it changes what a credible plan looks like. Working capital must be larger, hiring must be paid for by revenue that the market can plausibly deliver, and the investment usually starts at $150,000 for service businesses and $250,000 or more for food and beauty concepts.
